3. To provide a trusting environment by means of involving the community people in the activities of the barangay, proper usage of the community resources and practice of transparency in the part of the barangay officials.

History

According to the history, the place was not yet considered a barangay before since only three families reside in the area. These people were Armando Gollena, Zacarias Bulawan, and Victor Domasig. It is said that the people in the region suffer a lot because of the insufficient source of income of the families living there before. They only rely to the produce of their root crops and abaka plants, the people's primary means of supplementing the needs of their families. Until one day, the three men came to talk about the adversity they are experiencing. They emanated to a conclosion that maybe this misfortune is caused by the are's lacking of name. It was then agreed the nameless place will be called Daganas which came from the words "Daga" or Land" in their dialect and a conjuncture "Nas" from Nagdaranas, it is a suffering land. From then on, the people started to call the place "Daganas" which was known not only in the area but to the neighboring barangays as well.
1964- During this time the people in the barangay started to multiply and it reached up to 27 households. Also, Santiago Peruelo became the first Teniente Del Barrio. They also had their chapel during this year although it still does not have a patron saint in it. However, the children used to attend school in the neighboring barrio of pawik and Cabugaan since there is no school yet in the barangay. It was said that the people were still living the same poor state sa before and began to start hunting in the forest to complement their needs and somehow provide the necessities of their families.
1967- At this year, Agustin Domasig became the second barangay captain wiyh 35 households under his administration. Also, a a school was built with the efforts and support of Mr.Bigtas and Mrs.Gacus who also gave the replica of St.Martin De Porres in the chapel. in spite of this the chapel still does not hold a mass.
1972- It was in the time of Martial Law that the school stopped its operation for the teachers evacuated the area along with the community people. Many people temporarily lived in barangay Managa-naga, Bulan including the barangay captain who never returned back to Daganas even after the revolution. But despite of this, the barangay captain still governs the barangay until his 20 years of incumbency ended. When the school resumed, only one teacher remained to extend his service to the children, he is Mr. Adonis Morata. And because of the insufficiency in professional teachers Mr. Morata uncomplainingly teaches all the students from grade 1-6.
1982- The school was temporarily closed since there were no more teachers present in the barangay.
1987- End of Agustin Domasig's term as a barangay captain.
1988- Start of Aladino Gloriane's term as a barangay captain. The barangay then has 37 household and during his term projects from the national government came to materialized. A multi-purpose hall pavement was built and Mr. Tan Ting Bio donated a land downhill which was inhabited by the people and called barrio-site.
1994- Oscar Golimlim was elected as the new barangay captain. The barangay has a great improvement ever since his administration since there were many projects that were implemented through his efforts. The chapel that was once in the mountain was relocated in the downhill area of the barangay. Also, a day care center, barangay stage, multipurpose pavement, barangay international road was built and constructed. Along with the projects are the water control and the construction of the national road was the number one problem of the barangay.
