Vision

Barangay Halabangbaybay is a progressive and self-reliant community with healthy and well informed resident who are God fearing and peace loving participate in the Governance to sustain its environment and promote eco-tourism balance to control its natural geophysical hazards.

Mission

It is the goal for every barangay official to implement all project and basic social, economic services as it is funded on our budget. Out priority basis we barangay officials will give support those who needs assistance financially in order to raise standard of living. With the help of our constituent we are very proud positively that in this year 2018 progress and development of our barangay and the community in general be successful.

Goal

Move on so that we can reach our vision and mission in our barangay. Leave the past and face the present and work for the good of the inhabitant in our Barangay.
All of this expectations and dreams will only materialized with our constituents and leadership of all barangay officials.

History

The name Halabangbaybay is a Bicolano word which means "long beach". Long before the Bicolano fishermen from mainland Bicol particularly those coming from Nagas,Oas, Albay used to stay in a long white beach located in the eastern part of Burias Islang which they named as Halabangbaybay. They are attracted with the scenic view of the area and the abundant marine products.
The first group of families which came and stayed permanently at the place were the Matarondo family followed by Ello and Dongon families. Before the white beach of Halabangbaybay was not attached to the island of Burias with approximately 100 meters distance from the land. The beach was covered with mangroves but due to the erosion of top soil from the hilly portion of burias island, the long white beach was not attached to the mainland. It was in 1960s when group of cebuanos from Leyte, Cebu and Masbate provinces came to stay in the place due to its rich and abundant fishing ground and farmlands.
The first progressive commercial area in San Pascual in 1960s was in Halabangbaybay because a Chinese merchant named Jose Uy brought to the place complete merchandised items including hardwares and fishing supplies but because of the bad attitude of some bicolanos, he went back to Cebu to secure his family.The first big corn mill in San Pascual was also in Halabangbaybay owned by Chiquito Jao from Pio-V Corpus Masbate.
Halabangbaybay is just a sitio of Barangay Dancalan. It was officially created and established as a barangay sometime in 1972. The first barangay captain was Quintino Ygot followed by Natividad Ponpon during martial law from 1972 to 1982. Then followed by Ruperto Dela Cruz from 1982 to 1997, Litanio Dalogdog from 1997 to 2006. In 2007 Wenefredo Ygot was elected but only served for 9 months because he was killed by unknown persons. Rodel S. Ruiz as the first barangay kagawad, he succeeded as the barangay captain. On October 29,2010, Normito Sampayan was elected barangay captain and served up to year 2013. On 2013 barangay elections, Adora Ygot the wife of the late Wenefredo Ygot was elected barangay captain with a term from 2013 till tthsi present.
