Vision
To envision Barangay Sta. Mesa to be community of discipline, law - abiding, productive and healty individuals; a community that is morally and socially prorgressive; peaceful, drug - free, clean, environmentally aware, self - sufficient, ever ready to help and vigilant of the problems and needs of others.
Mission
To ensure that all individuals be given equal access to the services the government has to offer and assist the people of the community in whatever problems or grievances they may have and ensure the continued productivity of each individual so that he can contribute to the greater good.
Goal
1. To continue supporting programs aimed towards improvement of the welfare of the youth such as sport activities, trainings, seminars and thus promote their participation in the community
2. To improve the peace and order situation of the community through an intensive anti - drug abuse campaign; regular patrols by the civilian Volunteer Organization to ensurer strict compliance to liquor ban and other related ordinances
3. to strictly implement the laws and ordinances governing community.
History
In the beginning, Bagatabao proper was nameless place unmarked by the footprints of men. On it's sandy soil roamed numerous ferocious quadrupeds of all sizes and wildfowls. There yet stood a variety of big tail century old trees interlaced with long,tapering,some thorny vines,brownish with age,multi-colour birds played,sang mated,laid eggs on the branches and fed on thier luscious fruits.
The cresent,bare greyish-black share you now see was not yet less curved;where the low tidewaves now lap at the shoreline,grow or row of thick bush or green pandan shrubs unmolested by the clutches of the sea.
Not far from the place, what is known as Bagatabao,but more inland of swamp,now called Tarag,there were already a chicken- settlement place from the inhospitable plateu of Panay Island (catanduanes).
After becoming a Barangay, there was a resolution passed that every Barangay should have a Patron Saint. As years passed by different leaders were elected as Punong brangay.
Traditionally barangay fiesta was celebrate on May 1 April 30 until the time of Hon. Belen V. Evangelista it was formally declared that the patron saint of the Barangay Sta. Mesa will be in the Honor of Saint Joseph the Worker.
Barangay Sta. Mesa was home of dedicated and hardworking professionals like Engineers,Educator,Doctors and Businessmen and a reflector of religious community.
