HISTORY OF
BARANGAY FLORDELIZ


In 1940, Barangay Quenale was the original named of Barangay Flordeliz, Milaor Camarines sur. It was located more or less 3 kilometers distance from the National highway. More families lived on that place.

Year 1942 – 1945, during Japanese time in the Philippines, the Municipality of Milaor was governed by the Alkalde Mayor Domingo Flordeliz. He order to the constituents of Barangay Quenale to transfer near along the National Highway, which is now the Barangay Flordeliz came from the last name of Alkalde Mayor Domingo Flordeliz located 1 kilometer distance from the Municipality of Milaor, the original town of Maylaud.

Barangay Flordeliz, started to develop during the new Republic governed by the Barrio Captain who occupied the executive function of the Barangay and gave their whole support for the achievement of the barangay and contributed much to its development where Domingo Trinidad, Juan Ruadil, Moises Encinas, Clemente Encinas, Anacito Gases, Francisco Encinas, Bernardo O. Ocampo, Roque E. Vida Sr., Virgilio Gases and Alfonso Trinidad is the present Barangay Captain of Barangay Flordeliz, Milaor, Camarines Sur.

During the governance of the Barrio Captain Domingo Trinidad, he was donated the image of San Antonio de Padua. Since then, the residents of the Barangay Flordeliz celebrated the Feast day in honor of their Patron Saint on the 13th day of June.

Presently, Barangay Flordeliz, has four (4) sitios headed by a Zone Rabuz with assigned Barangay Councilors each Zone. Each Zone represented by a Saints namely: Zone 1 – San Lorenzo, Zone 2 – San Roque, Zone 3 – San Antonio De Padua, Zone 4 – represented by the Black Nazarene.

“BARANGAY PROFILE”



PHYSICAL CHARACTERISTICS

Barangay Flordeliz is located 1km distance from the Municipality of Milaor, it bounded by the North of Barangay San Roque, on the South of Barangay Balagbag, on the East by Barangay Del Rosario Milaor Camarines Sur and on the West by Namuat, Gainza Camarines Sur.

It has total land area of 77.60 hectares. There are four (4) zones in the barangay.


DEMOGRAPHIC INFORMATION

Registry of Barangay Inhabitants a total population of 1,362 and 253 households and 296 families, 697 are males and 665 are females. The main livelihood in the barangay is Agriculture however some of them were involved in handicraft making and construction.


EDUCATIONAL HEALTH AND
SERVICES FACILITIES

Barangay Health Center is located beside the classroom of Day Care Center located at Zone 2, Flordeliz, Milaor Camarines Sur. There are two (2) Barangay health workers (BHW) and one (1) Barangay Nutritionist Scholar (BNS). Health service such as checkup, EPI pre – natal and other programs of DOH. There is one (1) Day care Center in the Barangay with two (2) Day Care Workers (DCW) and there is also a Bal –Flor Elementary School which was established since 1957. It has nine (9) rooms and nine (9) teachers headed by the Principal. It is located at zone 3, Flordeliz, Milaor Camarines Sur.


BASIC UTILITIES
AND SERVICES

The means of the transportation in the barangay are private owned vehicles, public utility vehicles including jeepneys, padyak or motorized to serve the transport needs of the residents.

The main source of water supply in the barangay are MILAWUD WATER SYSTEM WATER PEDDLERS< and DEEP WELL and the power supply is provided by the local power utilities, Camarines Sur Electric Cooperative (Casureco II)



WASTE MANAGEMENT

Presently, the barangay is waiting for full implementation of RA 9003 in the Municipal level otherwise known as the Ecological Solid waste Management Act of 2001.




PEACE AND PRDER


The Barangay Flordeliz has 12 appointed Barangay tanod to maintain the peace and order situation in the barangay. They have a nightshift duly with the assigned Barangay Councilor. The Barangay Council provides the materials and equipment for the services needs of Barangay Tanod.

All matters relating to the youth; the promotions of the youth’s moral, political, intellectual and social well-being; the organization of youth brigades, the development of sports and sportsmanship in the barangay.

All matters relating to education and culture, formal and non-formal education, educational facilities, promotion of culture and arts, operation of pre-schools, community and adult education, development and advancement of moral and religious formation in the barangay.

All matters relating planning, construction, maintenance, repair and improvement of public buildings, roads and bridges, drainage, sewerage, flood control and protection, irrigation and water utilities and telecommunications services and facilities.

MESSAGE

Before anything else, I would like to extend our deepest gratitude to the entire constituent in our Barangay for the support and cooperation to us for the progress of our Barangay.

It is my desire in the future that we have constituents who are united for their strength; our goals would be achieved if there is unity between us.

The continuing advocacy and promotion of local autonomy rigidly entail reforms in the structure; organization and function to enable local government address the changing environment.

The dream plan we made is the key to respond the heavy workloads of such changes and reforms. Policy formulation and legislation which essentially is the role of the Sangguniang Barangay exceedingly depends on the application of disaggregated data for intervention effectiveness as well as targeting efficiency of government programs.

It will create opportunity for monitoring progress, raise awareness; help improves policies and institutions and develop capacities for translating available data of information into measurable indicator for responsive program of action.

With a genuine database of information in the barangay level ready, available and updated there is more chance or there is high hope that the Sangguniang Barangay can articulate interesting and diverse policies and legislative agenda toward programs likely to have broadest positive impact on our people.

A Resolution requesting to adopt the BDRRM plan by the BDC and utilizing the mandated BDRRM fund to support Disaster Risk Reduction Management activities such as, but not limited to preparedness programs, and quick response fund in times of a state of calamity for relief and recovery program in the barangay.

Whereas, Section 4 (7) rule 6 of the implementing rules and regulations (IRR) of RA 10121 state that the Barangay Disaster Risk Reduction Management (BDRRM) committee is mandated to formulate and implement a comprehensive and integrated BDRRM plan in accordance with the National, Regional, Provincial and Municipal framework, and policies on Disaster Risk Reduction Management in close coordination with the Barangay Development Council (BDC.)

Whereas, Section 4(8) rule 6 of the IRR of RA 10121 state that the BDRRM committee prepare and submit to the Sangguniang Barangay through BDC the Annual BDRRM Plan and Budget the proposed programming of BDRRM Fund and other dedicated Disaster Risk Reduction Management resources and other regular funding sources and budgetary support of the BDRRMC.

Whereas, Section 1 Rule 18 of RA 10121 specifies that utilization of the BDRRM Fund shall sets aside funds to support disaster risk reduction activities such as but not limited to pre – disaster preparedness programs that base on the BDRRM Plan.

Now therefore, on motion by the Barangay Council and duly seconded by the body assemble be it.

Resolved, that the BDRRM Plan be adopted and endorse by the BDC headed by the Punong Barangay to the Municipal Disaster Risk Reduction Management Office through the Sangguniang Bayan to integrate the BDRRM Plan in the MDRRM Plan.

Resolved further, that the BDRRM Fund be utilized to support the Disaster Risk Reduction activities such as but not limited to on pre – disaster preparedness program based on the BDRRM Plan.





Approved finally, that cop[y of this Resolution be furnished to all concerned offices for their information and appropriate action.

A resolution for the Barangay Disaster Risk Reduction Management Council (BDRRMC).

Whereas, nature have it own fury and no force of man can stop the devastating effect of it to caution the effect of it we must study and make necessary preventive action to reduce or even eliminate the risk that may arise.

Whereas, the important of BDRRMC for us is to be prepared of any disaster that may occur and by doing so; we minimize the impact of disasters. Ultimately to educate the people and be aware of any impending natural calamities that may happen.

Whereas, as per inventory of the BDRRMC facilities, the barangay can accommodate people who’s been affected by disasters, we have Barangay Hall.

Whereas, the Barangay is actively participate in an on – going seminars and skills that conducted by the city. The Barangay Council is always aware of the emergency that may happen in barangay. The Barangay Tanod is always visible within the Barangay jurisdiction to assist for nay problem that may occur.

People cannot totally prevent natural disasters to happen nor can we stop it when it struck us, but it is very important that we are prepared and take step in mitigating the effects by creating and totally implement a realistic Disaster Preparedness Plan. “we aimed to create a community based disaster preparedness plan that will help the community cope with the impact of a disaster and we cannot save lives nor protect properties if we will not make any concrete action now and continue to be complacent in this ever changing world”.
