Barangay Poblacion aims to become a progressive barangay, peaceful and healthy community and a place conducive for living with a harmonious relationship among its people of the community.
To enhance unity, assure progress and win peoples cooperation, trust and confidence through, honest, dedicated and highly commited public service.
About a century before, Balud was virtually a thick and virgen forest , particularly the coast lines where early settlers from the nearby panay settled . The Poblacion site then, was teeming with forest that wild doves called by the first settlers of the place as "BALUD" were
abundant. It was the abundance of these wild birds that the natives called the place "Balud", a derivative native term for the wild doves. The first immigrants of about four families, settled at the bank of the mouth of the Balud River . These early families cleared the forest, planted corn and root crops and engaged in fishing as their way of livelihood.
Prior to the occupation of the present town site, the Sitios of Pulanduta and Jangan were already established but were still part of the town of Milagros. The rich fishing ground of these Sitios have enticed fishermen from Panay Island to settled and establish the two Sitios. Later, these Sitios became barrios of the Municipality of Milagros.
During the American regime, the barrio of Pulanduta was created as an independent municipality comprising the Barangays of Panguiranan, Balud, Guinbanwahan, jintotolo and Pajo. The first Municipality President was Pepe Alvarez of Barangay Jangan. The hills and meadows of Pulanduta are red, the reason why it is called Pulanduta, which means "red earth". The Municipality of Pulanduta however was only short-lived due to its small population and insufficient income to support its operations as an Independent Local Government unit. With Vidal Bacolod as the last Municipal President, it was eventually ceded back to the Municipality of Milagros.
With the increase of Population, Balud, a Barrio of Milagros, became progressive. People from different places, particularly Panay Island, Came to settle. People cleared the forest, planted corn, root crops and coconuts. Large tracts of rice fields were cultivated and the rich fishing ground explored. The barrio of Jangan on the other hand, did not progress due ro the decline in t he fishing industry and the fact that most of the grazing lands were owned by an individual, Pepe Alvarez.
