Barangay Sapang Palay is a progressive, peaceful and self reliant community,with healthy,well-informed residents living in harmony with one another,with a common vision for general welfare and well-being of everyone, with a deeper faith in God's caring hand, law-abiding and supportive of developmental programs of higher LGU's and of the national government in sustaining environment and promote eco-tourism balance to control its natural geo-physical hazards.
Strong commitment in achieving the goals for a progressive, peaceful and environmentally protected community; through participative approach of governance in promoting self-reliant, healthy and well informed residents living in harmony with one another, sharing a common vision for general welfare and well-being of everyone, in strict adherence to existing laws and policies of higher LGU's and National Government, guided by strong faith in God's caring hand.
Ultimate goal is to realize all the projects ,programs and activities for the Barangay and to make the community progressive .
Barangay Sapang Palay became an independent Barangay by virtue of Provincial Board Res #145-A s,1969,subdividing Brgy Salvacion into three separate Barangays namely Salvacion, Belmonte and Sapang Palay on the basis of an executive order of Pres. Ferdinand Marcos issued authorizing the creation of new Barangays following a set of criteria based on the number of population, land area, geographical-topographical situation and other conditions.The Barangay being at the outemost part of the townproper bounded by a vast palay farmland is how it got its name Sapang Palay.
It is one of the 38 barangays of the municipality of san andres, province of Catanduanes, and one of the eight ( 8) Barangays within the townproper or poblacion.Among the poblacion Barangays, sapang Palay is the largest in terms of Land area with an estimated 67 hectares, 59 hectares of which or more than 50% declared as agricultural land devoted to variety of crops, seasonal or permanent crops but prodominantly palay .The Barangay is located at north-western most of the town proper,bounded by Barangays Batong Paloay and Carangag,on the north with a mass of farmland in between;Belmonte to the east;Salvacion to theSouth; and Divino rostro to the west.It is more or less four hundred meters(400) from the municipal Hall and is accessible by any means of conveyance.
This is where the San andres Central School (SACES) is located where school-children from the eight poblacion Barangays are enrolled and some other from nearby Barangays. The municipal Gymnasium is likewise located within the Barangay. Its approximity to the public market
There is no record that shows the definite story of how and when Barangay Sapang Palay was established but according to residents and old folks it was named after the " SAPA" and "PALAY".
